Howland hit the nail on the head, however. It is IC. The Count is actually, in effect, a King. However, he chooses to retain the title of Count. Think of it like this...How badass would someone be if they were offered the title of HIGH PRINCE and they were so cool that they were like "Nah, just call me BILL."

Perfect example. Gadaffi's equally silly, especially because the military uniforms he wears look like they come straight out of Red Alert's Soviet army.
