What are the chances of a PC build testing module like  PGCC being made with EfUA rules like custom domains, mechanic changes, summoning themes, subraces, and so on?

Just DL one of the myriad 'build creator' modules and add the EFU bonuses on top. Its a bit of simple maths that takes about six seconds.

I would prefer if the higher level summoning themes and spell effects were learned about ic personally.

I say no to this. Summoning themes are best to learn in game. Spell changes we already know. And pretty much everything else can be done with some other builder.
