Rogue Scavenger bug

For several hours today my perk has been telling me that my character is too dispirited to search another trash can.
Yesterday it was working fine. A shot in the blue: I think it may be connected to logging out while having the perk on cooldown.

Did it again. Worked a while after the reset, then I logged out for a while and came back on later and now it doesn't work. Resetting perks doesn't fix it nor does relogging
