Self-Taught Fighter Perk

I've tried it 4 times now, the VFX triggers but it gives no boons or negatives.  I didn't test it in combat, yet, so unless it doesn't show up on the character sheet I believe it is bugged.

I mean the '/c figher_perk' ability

Boons work.

Negatives should work next reset.
