Delina Sigerlin in the Sacred Cave of Ibrandul in lower has an option called "I seek alleviation from the withering curse". It may only appear when the PC is withered.

When you choose it she gives her spiel which gives you the option to consent or decline. Accepting closes the conversation. The spell is not cast nor is any money deducted from you.
