Sleep Failing on Certain Creatures

While using sleep on three deep lizards, they would not even make a roll.

While using sleep on Gnoll Packleader (boss from the Smelly Quest of the Mines), he rolled once, made the save, and would not roll again, even if I had spent 6 more tries on him.

This might not be a bug.

Sleep works on the creatures with the least HD (so, lowest level) in first order, and Sleep has a limit of how many creatures and what level of creature it can effect based on its level and some class perks.

I am not sure what level or how many HD Deep Lizards have but it may be over the limit of the Sleep Spell effect.

In the case of the Gnoll chief (I think I was there at the time) if there was nobody standing near it then the Sleep Spell would had worked on it alone, but if lower level friendly PCs were standing near it when the spell was cast then the spell would focus on the weaker PCs rather than the boss NPC who has more HD, and as such the spell could never reach the Gnoll Boss.
