Dominate Person does not work

Dominate Person as a charge/use does nothing against PCs (who are not immune to it through PfE for instance).

I was informed it should apply a short stun or daze effect.

Did you use the Control Companion player tool to give orders to the dominated character?

Dominated beings tend to continue what they were doing before they were dominated until given new orders by the dominator.
