I have bolstered your allotments to the Astronomers of Q'tolip and to the Fourth Legion.  Twenty-thousand each.  A ruler must give with an open palm as much as he claws at his own aims.  It seems to me that you are fast losing friends among the Accord, and without quick correction will be unable to defend what I have built.
