Add the incumbent Legate's name somewhere outside their office

As the title says. I never remember which Legate is which seat number and visit the Legate offices so rarely that I don't necessarily remember it from experience either. Not to mention that newer character's won't even know it IC. A small thing that would eliminate unnecessary confusion – just change the sign's name or description once per election cycle.
