Left at the Fourth Legion Barracks

I'd like to enlist but for the last 3 days I've found not a single soldier on patrol duty.  All others were busy on guard duty at their posts.  I met a recruit, a scarab, but still no others. 

Are any active solider able to start the process?  I'd like to serve.
