In the name of Warad, the most vigilant, the merciful, this servant sends his greetings.

In answer to your questions, this servant submits to you the following.

1.) To the first question, he admits with divided government with the Purples, his abilities to impose reform will be limited, however, this servant would undertake efforts to improve the stature of the Assembly, that is to say, he will endeavor to hold a Consultative Assembly every two weeks and in such Assemblies assess the public's confidence in decisions by holding Assembly-wide votes. He too would present himself, often, within the Plaza of the Well, to hear petitions from when the Assembly is not in session from the public and dispense advice as well as assistance to those who would require it. He does not desire an open office, but rather to do away with the closed and aloof nature of the Legateship.

Furthermore, he in the immediate term this servant intends to undertake an assessment of all Government Institutions, Posts, Offices, the Bank of Reimbursed Charity, and other such departments with an aim to see what each contributes, what they require, if there is any hint of institutional sabotage underway within the administration.

Recognizing, however, his considerable leverage, this servant would fight to introduce, in the immediate term, a new government department, a ministry of charities, to direct the dispensing of grants and supplies to existing charities and citizen-run organizations within the Well and the Tablet that charge themselves with assisting others.


2.) Next, this servant believes the present allotment system is influenced far too much by political and electoral considerations, instead of merit. Furthermore, the power of the Assembly was further reduced in regard to allotment with the banning of non-accorded voiced citizens from debating the merits of allotments. It appears to this servant, as well as many within the Citadel, that the allotment process has been streamlined in order to facilitate steady, state-sponsored bribes being handed out to each of the accords. This makes no effort to aid those accords that require assistance due to taking on a disproportionate burden of the State's woes, nor does the present "Equal Allotment" system allow for the rewarding of merit on the part of accords that go above and beyond what is absolutely required of them.

He would prefer, if it were at all possible, to remove the Legates entirely from this process and entrust it to the Assembly, but as to how it would be ideally distributed, he has yet to devise a perfect replacement. He would likely open the notion to the Assembly and gauge, in the Asterbadian manner, the ideal form of distribution or suggestions from the public.


3.) As for the matter of Refugee welfare, this servant admits to you that it is a matter close to his heart. This servant operates one of the many charities within the Tablet and believes that the matter requires the immediate intervention of the Government. So far, the League of White has promised in the Ten Promises, a charter of intentions that this servant wrote originally for the first campaign of Domnhall of White, that refugees should be given productive work. This should also be joined with support given to alleviate the existing suffering of the Tablet, the dry creek that runs through the Tablet, should be made to flow again, its water drawn from existing underground sources by way of pumps and pipes. If we have water to spare, enough to create decorative fountains in the Palatial Heights, it is more than possible to provide more than a trickle for the people of the Tablet.

This is not exhaustive of his proposals, this servant will cover other proposals, which, he would be willing to discuss with you or any other resident. These include the installation of shades above the Tablet, posting of Janissaries outside the Rose Gate to ensure the protection of the camps beyond the walls, tasking the Palatial Physician with providing medical care to the residents of the Tablet free of charge, and the funding of charities by way of a new Institution charged with directing funding and supplies to organizations that make the improvement of the Refugees a goal of their operations.

This servant too, believes it to be politically consistent with our Asterbadian principles to summon refugee representatives to address the Government and Assembly on the plight of the Refugee population and express their views on what would be best required to improve their condition.
