Dear compatriots,

I write thee to express my desire to put forward my close friend Atreus Loukanis as one of our most important candidates for the upcoming Sultan Osman VI's games!
My friend has won a tournament hosted by the Gold League's Legate-aspirant Lucius. My friend's won a one against three just a day ago.

He is the most competent warrior that I know exists and he bleeds Purple because I demanded it of him.

Should there be a limit to candidates to put forward.
Or should there be expressed interest in sponsoring him by ways of providing the best gears,  best vials and best trinkets. Let me know, or let him know.

Atreus Loukanis everybody, our way to victory in the Sultan Games!

Dear Purple League,

I wrote you a letter a day before about how inevitable the victory of Atreus Loukanis would be.

Now that my predictions actually came true. I trust that you all will value my opinions more!!

Purple League members,

The latest Assembly has shown Ephia's Well to be failing to raise funds for our Factions.
Our Factions are of the greatest importance to everyone's prosperity, peace and security.

Thirty Thousand Dinar was all we had to distribute.

I needn't advocate for the importance of our Factions, that should be self evident.
Instead I will formulate a couple tax reform proposals and a couple other proposals. For which I would like your support and feedback.

1. TAXATION OF MULTIPLE PROPERTIES by Brundron Wolfscorn

Many properties have been purchased one and the same person. These properties should belong to different organisations and groups, rather than fall under one.
It will increase initiatives in the populace to create businesses who'll bring new services and revenue for us all.

Thus, per additional property aquired, there should be another license purchased from any scribe.
License to own two properties: 3,000 dinar (3,000 total)
License to own three properties: 6,000 dinar (9,000 total)
License to own four properties: 9,000 dinar (18,000 total)

To own five properties or above you'll need special permission granted by the Assembly.

This applies exclusively for owning estates and buildings. Tavern rooms do not count.

2. TAXATION OF MERCHANTS by Brundron Wolfscorn

Merchants such as Ophelia Whitmore, Sol Auk, Peony Willowfield, Sadira al-Uutramut, Xagova Ghorak, Isabelle Fitzgerald, myself and many more are making alot of dinar.
ALOT of dinar. Yet all they have to pay is a single Merchant's License for a small price.

They require to be adtionally taxed, for the betterment of Ephia's Well.
It should be kept very simple, so it's easy to enforce and hard to swindle.

Every day a Scribe will walk the Souk of Salt & Spice and he will tax every merchant that happens to have their stall open.
He shall grant them a special paper, signed by said Scribe, with the day's date.

It will cost 200 dinar.

Should a beginner merchant have their stall open, and have no Scribe visit them. They are simply in luck and the Scribes should have been more dilligent.

There are degrees of success among the merchants.
Currently I propose these taxes for veteran merchants Ophelia Whitmore & Sol Auk:

It will cost them 400 dinar. It works the same.

Further designations for a beginner merchant to be marked veteran merchant will be up fully to the Scribes.

3. LAW OF HE WHO SHALL NOT BE NAMED by Brudron Wolfscorn

It is hereby illegal and considered a minor offense to utter "Wyrm" or "Bashmu".
It is legal but discouraged for the written word.

The fine will be 250 dinar.

4. LAW OF NEGATIVE ENERGY CONTRABAND by Brudron Wolfscorn

It is hereby cause for searches to posses anything capable of manipulating negative energy.
It is a highly suspicious product to posses.

If found manipulating negative energies, you are to be searched by Jannisaries, to see if you posses necromantic items to conjure undead or re-animate the dead.
For which there exists already a law that will see you punished.

5. PROPOSAL TO AWARD SULTAN GAMES WINNERS by Brudron Wolfscorn

The Sultan Games have been won by Merriet "Madsword" Fineweather and Atreus "The Strong" Loukanis.
Their fame is reward in itself alas to ensure future such events are attended by all the worthy in the land I highly suggest seeing them rewarded.

I suggest each one is awarded 2,500 dinar by the Assembly.

Addressing your proposals...

1. I think this is a reasonable response, although the numbers might be worked on a bit I believe there is value in restricting the ownership of multiple properties by a single entity. There is a lack of property to go around as it is and it would only benefit the state if additional fees were lofted on those individuals wealthy enough to own more than one property in the first place. It also disincentivizes owning property for the sake of profiting from a monopoly on living space.

2. I do not agree with this proposal. Indeed it is true that some merchants are more successful than others but their diligence should not be punished by random chance. Instead, I think the renewal of trade licenses more than handles this issue. I certainly don't agree that specific merchants, those of the Gold League only, should be charged more. They may be our political rivals but they are not our enemies. Let's not make that a reality.

3. Controversially, I oppose this notion. It is speculated that the utterance of the aforementioned names brings misfortune and danger to those who dare... but this is also said of Djinn. If the astronomers would like to weigh in on this I would hear them, but this seems a premature motion to pass in absence of evidence.

4. I see the merit in this proposal but I wonder if it could not be abused. The capability to conjure the undead is very different than the intent to. As a devout Twindari, there is no crime more serious to me than to defile the sacred grounds. However, I myself am capable of animating the undead... I simply choose not to. The same consideration should be extended to others within the Well. I would understand a proposal to ban the sale of such items, however.

5. One ought not incentivize participation in games of honor with monetary reward. In the case of Gold League-sponsored tournaments, such as the tournament of merit, they may do as they like - such as that they awarded Merrit a voice worth 5,000 denar. However, if the Sultan calls for a tournament it should be up to his wisdom to determine whether a reward should be offered or not.
