Magic Disruptor

A rare and formerly coveted throwable. After a nerf it seems to fail to dispel anything. Everyone seems to use the lesser dispel trinkets now, even fighters tend to keep one or two of the dispelling baubles without class limitation on them.
Maybe Magic Disruptor can be made useful again? Not as strong as it was before the nerf, but useable.
Maybe not like a regular dispel, but as a guaranteed way to strip one or two random buffs.

These make lovely personal fireworks.

But I agree that it'd be really nice to make these do something more useful.
