The Revolution is over, and while factional conflicts may be long in coming to an end, the displaced new arrivals to Lower Dunwarren from above and below must sift through the rubble to make their hole a home. The threats and dangers to this undertaking are innumerable, but though the people of Sanctuary Below follow no central authority, it does not mean they lack for organization. Enter the Ragmen, a motley collection of freemen consisting of out-of-work laborers, thieves, thugs, rebels, anarchists and outcasts which were formed out of a desire to see Lower Sanctuary develop and grow. The Rag Men stand united only in their desire to protect their home and the freedoms they enjoy, from anything that would threaten them- and beyond that, they tend to vary wildly in motivation and intent in how they accomplish that. They hold no authority over any other local Lower group, nor are they interested in it.

Those aspiring to join their number discard any attachments to Sanctuary Above and make a commitment to see their talents put to use for the good of their home. Sometimes this is followed by an oath of some kind (usually brief and to the point) though this is entirely up to the man or woman in question. Though there is no formal rank or file among them, Ragmen tend to rank themselves in order of seniority- because no old man is a fool.

Just about any concept can find a place within this faction, which is its intention. Your PC's own personal opinions, prejudices and beliefs can affect the shape and direction of this faction, as well as how they get things done- but the Ragmen will always have a place for any Lowersman, so long as their desires are in line with their own.

The Band Played On

The goal is to build up Lower to become a viable area to rival Upper Sanctuary. It's not up to the DMs to just hand it to us, so we mean to create fun things to do and let the additions follow. This means, no rubble moving roleplay, or other tedious things, but to defend the workers, and create an environment where our masses of unemployed millworkers can work in relative peace.

In other words, do fun, crazy stuff. Go places most don't go, get some energetic and colorful characters into Lower that really spice up the place. This is why the faction is so open, we're not looking to create some central authority that tries to control everything, just a loose militia of dangerous people who are united in one thing only, a desire to see Lower thrive.
