House Orza has an entire association dedicated to being against them in addition to being  a major enemy of a hub. It supposedly is one of the best equipped houses yet (I think it makes little sense for retainers of house Orza to be questing with the rabble of Ticker Square.)  Yet in spite of all these things Housse Orza is supposedly "better equipped" and the most fearsome house. The gear has me convinced otherwise. In fact the Butchers have much better gear that can be purchased with just gold which is much easier to get than prestige points. House Orza is the equivalant of playing an outcast/a monster PC at the moment. Because of all these reasons House Orza is a ghost town to the point of its recent major PCS being people who established themselves and gained supplies and levels in Ticker Square/the Ponds before even joining Orza.

Tbh worry less about what gear the houses get and just RP. Glitt gets the shittiest armor in the chapter and Josefina is doing just fine bringing something new to the house and to the server. All past Orza PCs did just fine with the stuff they have (Ghostly visage per day for rogue armor, for example, is very good) making a cool antagonist way before Magnus ever joined Orza. I don't think the answer to making Orza better represented is giving them stronger equipment.

Orza goes through very dominant phases as PCs rise/fall.  They've never really had trouble asserting dominance when there's enough interest in pushing the faction's goals.

I wouldn't get discouraged if there are few Orzan PCs and they feel they are being oppressed; the tide will turn, eventually, as it always does, just play a little more carefully until then.   (or don't and go ham, shake things up)

I'm not familiar with faction gear but I've seen every one of the houses go through dominant phases so I don't feel it's as relevant as you say
