Cleric Relics

I've looked on the forums but I can't find an answer so I wanted to ask why clerics can not access 5th circle spells? Is this a balancing issue or have I just not seen relics with fifth circle spells?

5th circle Relics are incredibly powerful artefacts; some do exist IG, albeit rarely, but for the most part a 5th Circle Relic should be something personal and incredible gained through being an outstanding example of their faith as DM loot.
