Remove the stat requirement for Rogue Perk - Packed

Only available for medium-sized races with 13 or less strength, or small-sized races with 11 or less strength.

Pure Bonus: +1 Strength.

As it stands the perk is nigh useless, I don't know why there is a statline requirement on it at all as strength based rogues are already inferior to dex rogues by nature of the skills and abilities inherent to rogues and in the end a pure rogue is still a pure rogue, one strength point is not going to make them too strong even if they started 17 STR.

Removing the requisite super low strength from this perk would take it out of the trash-bin and help more flavorful pure rogue builds exist outside of the dexbuild meta.

It's a MINOR perk and useful in any number of situations - oriented towards carrying capacity in particular.
