Chaos Domain 'confusion' made one level lower.

What?: Reduce the level in which chaos clerics can access confusion to four, bringing them down to the level wizards & sorcerers get access.

Why?: Chaos is a cool domain in concept, but as it stands in the current module, the climb to 9 is high and few relics exist (if any at all?) that permit spell casting of the 5th level. Similar spells (Phantasmal Killer, Evard's Black Tenteclaes, etc) from other domains are accessible at the 4th level like their wizard counterpart, but confusion for some odd reason is the 5th.

It'd get more mileage out of a spell that I think is highly fitting of the theme of chaos.

There are other domains out there with a similar problem, though I felt this was a good place to start.
