Background: A Sewertown refugee who joined with the Brotherhood of Ascension.  He acted as one of their enforcers up until the Reawakening, which he incidentally slept through after a long night drinking in the Crone.   Unwilling to flee Lower to the Tower controlled Upper or freak beleaguered Vaults, he signed the Pact.  

Premise:  An irreverent, burned out freedom fighter with alcoholism and a contrarian nature.  

Goals:  Become A Covenant influenced Councilor that can be bought and payed for by certain parties and engenders intrigue/conflict without rigid loyalties to any one party.

He was by a large margin my favorite councilor so far. I loved everything about him and I'm really bummed out to see him go.

I enjoyed every interaction with Finlay, and my only complaint is that I wish I had the idea first.
