Orientation quest giver Clerk Edgar Daler is dead

I'm a new player and have read a lot of the documentation but please forgive me if I'm doing something wrong: I've completed the prologue and I'm in a cell in Sanctuary but an NPC who I'm pretty sure is supposed to continue the story for me is dead. It's Clerk Edgar Daler. Several of the NPC guards around the cell are damaged so I'm assuming there was a battle or a spell was set off.

Hi there, if this is true, then I'm stuck in a different way. I got out of the jail cell and am unable to get back inside to talk to the NPC who is dead. Can I be teleported back inside or something, or what do I need to do? Thank you in advance.
