Custom made, Custom enchanted Leather armor not applying bonuses

Issue: My PC purchased some custom studded leather armor at the Leather (Hide) Worker in Lower and had it enchanted by the Teifling Enchantress that works at that shop.  The enchantments are +1 Hide and +1 Move Silently. These bonuses appear in the armor description, yet do not appear to be applied to my PC when looking at the skills on my character sheet. The skill points remain unchanged on my PC whether he is wearing the armor or not. I think this is a bug as all other scripted loot that my PC wears affects the related skill points. This armor was expensive, any help on the matter would be greatly appreciated!

Studded Leather Armor has an Armor Check Penalty of -1, which would only be negated by the +1 Hide/MS. You should notice a few other Dex skills (like Parry, Tumble, etc.) dropping by 1 when you equip the armor.

Leather Armor and lighter has no penalty.
