Something that could help with making the enforcement/policing of unlicensed adventurers easier/more fun for everyone would be if they could clicked to flash them, sort of like a guild or watcher badge. That way, if you're leading a party of Certified (tm) Licensed (tm) Sanctuary Adventurers, you could just make certain everyone has one by making them click it. If they don't, they can't come. Could create some more potential for conflict with people snitching on others for not having it and with it being easier to police even from a civilian standpoint forcing people to go to Forgers and the like. Detecting a forged one would still be a bit process, requiring them to actually hand it over sort of like a Fake ID.
