Goblin Moop Quest - No quest item spawned

I have only done this once, and the quest item in which the PC is supposed to retrieve to Mop did not spawn. In the place where it should be, there was gold instead.

Did this the other day, and the key item to the quest did not spawn again. Sounds like a bug.
