Lifestealer Sorcerer Perk - Level 5 Perk Bugged

When negative energy burst is cast upon the caster the strength drain still applies - Though this was cast on me by another PC (not cast myself). Though the way the perk reads the spell itself should not drain the strength of the caster.

That's weird. The bug report should be character coming back from being killed in PvP.

Unless you're saying that isn't a bug, then don't break the rules.
