Don't know about 40, but it is posible to have 28 at level 7 without items nor buffs.

Should note that camo is now +6 hide/+2 ms.

Maybe Mass camo should be changed to +6/+2 (still stackable)

+12/+4 not so bad.

To update the discussion, Mass Camouflage will work on summons and companions, but not on friendly targets.
