On my new character, Outis, I tried to make a few outfits in the dressmakers area. I was charged 40-50 gold per item, despite being told they would be free. I have screenshot I couldnt be bothered posting, but I can post it if it would help...

I believe that the first outfit is free. Everything afterward has the standard cost + dye cost.
