Withering's Clutch Perk not working altogether

The Perk simply doesn't work. I have reset it in the craft menu, rested, re-logged, changed areas, and none of the bonuses apply; The PC works just as an unmodified barbarian.

Yes. It stopped working just this last reset. On a further note, I made a new PC to test it, and it doesn't work as well. Sounds like some script is broken.
