Numerous Low Level Quest Bugs

I've encountered a number of quests that don't seem to be working on the lower end of thes cale.

Each one is named "No name for: #" in my journal, and attempts to transition or interact with the quest do nothing.

The exploration quest from the Last Keep to the MIst's End
The Letter's for Nobility from the Wyrm Watcher doesn't work
The delivery to Fat Mary BIte Coin
Old Wallace's Apprentice.

Encountered this too, on Trace's feather quest (ERROR: NO NAME FOR 93) and Tangled Mushroom Grove (ERROR: NO NAME FOR 67)

The quest invite tool does pop up in inventory though - and you can take the quests again and end up with another.

Also on the furniture tower quest. You can accept the quest, you get the tool, but can't enter. Other people aren't added. When interacting with the quest giver item your options are "Start quest" *Accept* *Not now.*  and using the tool on someone does nothing.

I should also point out this started occuring when efusl became bugged and people also were unable to see characters in their vault.
