Shards and Herbalism

I don't know whether this is a bug or a feature. However, when I make some recipes, an improvement from Very Poor or Worst shards to Common lowers the craft DC hugely but for others an upgrade from Worst to Good or Decent shards barely affects it by more than 1 or 2.

I have noticed this too, it is an issued shared with the alchemy system.
