Conclave Supply Caravans

I was talking to D_I about the recent conflict with the Conclave and we reckoned one of the reasons it's a bit gank-filled is that there's really a limit to how much you can mess with. The Conclave have no farms or mines to threaten, traders to rob if you're a crook, criminal elements to use to fight a proxy war, etc. Where do they even get food from? How do they transport recovered artefacts?

However, Talir's written this shiny new caravan system! What I was thinking was that a Sis Liman Merchant could occasionally make a sending for one from there to the Conclave. Possibly an outlying outpost of it as the main area's quite close to Sis Liman. This would give the Empire something to bother about protecting, and a means to earn a bit of money or Faction Favour in a way that's not questing and involves a PVP risk.

I doubt this will ease the ganking. More likely increase ganking and/or dry looting because then people have something they can specifically keep an eye on for targets.
