Its not working for me. I can't start a conversation with it.

Also: My mayor's badge thing has a power I can use unlimited times per day, but it doesn't seem to do much either.

The badge has to be used on other players, not yourself.

I've tried using it on someone, just to see what it does. I get a chat box that says nothing, and the only option is "Nevermind".

Ahh. Check EFUSL to see if you're in the faction 'Mayor'. That could explain it!
