The item in question states you get a +1 to AC, but in fact, when you equip them, it shows an AC debuff in your effects line..  and doesnt change your armorclass at all on your character sheet. I wear no other item that gives an armor class adjustment.

Bracer Armor bonuses aren't added to anything other than 0 ac armors like robes and tunics.

Leather armors don't get the bonus.
