Dreamer's Chapterhouse Receptacle Quest

I've not done this quest, since when I finally found it IG, it was labelled lvls 2-5. I don't know what it involves once you start the quest, but I've had three new PCs find me IG and talk of their amazing visions entering the Receptacle in the Dreamer's House in Nebedzzos. It sounds great.

It would make sense for my current PC to do this quest, but he is too high a level.

Could that quest be made available for all higher level PCs as well? - perhaps as a one-time quest availability thing? (If that doesn't ruin the nature of the quest, that is).
