Subrace bugs - Goblin

Upon re-logging after creation, instead of receiving just -2 charisma, I received -2 charisma, +2 strength, and -2 dexterity.

As well, I did not receive the +2 hide bonus and the -2 listen or -1 save vs fear.

Wern was able to fix my abilities but the skill/save changes are still missing.

I thought the subraces added on to the other race, so you would get -2 cha, - 2 str, and + 2 dex. The over view makes it sound as such, any how.

This is correct (apart from mixing up a - and a +).
 
The base race is halfling, which gets a hardcoded ability adjustment of +2 DEX -2 STR.
 
The goblin's ability adjustment is -2 CHA.
 
The -2 DEX and +2 STR you are receiving is to counteract the halfling adjustments, which do not apply, because you are a goblin.
