RwG is right, if no docksmen goes shouting "SLAVERS SLAVERS" one would ever realize there is slavery in the dominion. If supposedly there is so much of it, then soemthing's wrong.

Maybe we could make it so the ziggurat has less colonist NPCs, rather than 15 or so, 6 or so, and add a few slaves emoting hard labour, maybe cleaning the ruins (the large piles of rubble), or servicing the kingsman's.

I imagine the slaves are busy working, not standing around being window dressing.
 
It would be  hassle with evryone trying to liberate them constantly too...

The point is seeing the slaves, sure, we're told they are somewhere doing something, but we don't see them. I didn't even knew slavery was part of EFU for a long time. Besides, they can be working on improving the ruins, cleaning them, attendng people on the kingsman's, moving books in the ziggurat chamber, building or reparing somehting, you get my idea, something that can be seen.

Also, not really a hassle, since you don't really start a fight in the ziggurat to free a slave without a DM present... do you?
