Everyone capable of casting the spell in that battle knew that it worked in this way (the clerics on one side, the druids on the other.) That none of the ELITE wizards knew how to counter it, because none of them had seen it before, does not really strike me as game breaking. ICly, had they done any research, they'd know about it, and its affects. Or, ICly, had they discussed this possible strategy with their allies, they'd have known about it.

That said -- changes should be documented, but not all changes are going to be released to you the player. Some changes are put in, toyed with, and taken out without anyone ever realizing. There is a slew of balance changes that go on all the time, quest rewards, monster strength, etc and there is really no need for players to know about these.

Sometimes there is no substitute for IC testing of spells, as there really is no reliable source for what they do, even NWN wiki is pretty inaccurate. If you think a spell is cool, is IC, then test it out! Maybe it will be better/worse then you thought it was.
