Random NPC Bounties

IF those NPC bounties WERE ever to come back, they would no doubt be challenging encounters on par with those that people remember in the underdark.  If they're weaker than that, it's just free gold and free bragging rights along the lines of, "I'M A BOUNTY HUNTER I KILLED THAT GUY."

No, it needs to be serious and should take as much planning as PvPing another player.
