Enable Medicinal Bags and the like to be used on NPCs?

I was curious if it would be simple to enable Medicinal Bags to work on NPCs, and for the reasons why it is currently disabled. My character Walther is oft the medicinal healer, and very often uses it as an opportunity to spread the popularity of House Greywood. From my perspective, there's no reason I can think of that medicinal bags aren't allowed to heal NPCs while magical healing is allowed, so I'd be all for enabling this, assuming it isn't too much trouble.
 
Of course, as I said, I'd like to hear from someone "in the know" who could hopefully explain why it's currently disabled :p

NPCs should be possessed when you do things to them, even healing. If you want to show off your skills of a healer in the name of Lord Greywood, feel free to ask a DM to possess the occasional injured NPC. We'll actually know you did something, then, too!

When I say "we" I mean DMs who do something, of course.

Oh, Harsh... harsh stuff ;) But aight. Even so though... I'd still push having the bags work on them, so that it would be easier to handle for DMs to just sit back and RP reactions. Or I think so anyway.
