Delivery Quest Bug?

Not sure if I am just blind or what, but there is a delivery quest given by the clerk who provides you with citizenship papers in the governors mansion, and she asks you to take them to a place in SW(?) Gobsquat.

And for the life of me, I have been through there searching for the location and cannot find it.  Friend of mine tried locating it too, and also couldn't find it.

You're right. It's sending you to the wrong place.

A good idea until its fixed is to figure out what person its sending you to, then ask around ICly as to where that person is. -.-

I know that, I just figured someone working at the governors mansion should know where the Stygian barracks are.
