Tattoos in the starting area

Would like it if we could add some degree of tattoo customization for free in the starting area. Basically the same thing the tattoo shop offers for non magical tattoos.

 Always thought it odd that a character who starts the game with full body tattoos either has to resort to custom clothing to have the thigh tattoos, or pay a fairly steep fee to add them in game.
