Underwater Ring Retrieval quest

Level 3 Human Bard, tried taking the Underwater quest on the Ziggurat. When the NPC asked if I would help him, there was no conversation answer in the positive. Quest levels should be 2-4, and 1-5 party size.

Quest was probably already taken by another. It has never provided any QuestSys feedback, and it has been an issue many times.
