Make the stargazer's bag a persistent storage like the charity chest in the colony.

The charity chest isn't persistent storage. Pretty certain on this.

The charity chest only holds stuff until the next reset, or until the next time a merchant visits the chest and wipes it out.

Honestly, there's always the same stuff left inside, so if you miss out on one reset, it won't make a difference.

Seeing how much junk is left in that chest, making it persistent might be troublesome. I dunno if there's a limit to storage, but if so it'll be attained quickly.

Personally, wouldn't harm some players to get rid of the junk now and then. I do, sometimes. I say make it persistant

I also empty containers that are becoming full of junk, it's as simple as taking out the useless item and walking to the nearest refuse bin.  So if this was done maybe it would be a good idea to have something near or around the stargazer village such as a hole (say on the forest floor there) where things are permanently deleted when put in.  Just so ya know, if it were persistent I'd put some more rare items instead of giving them away(My PC isn't some aspiring merchant, he's a carefree ranger).  As it is, I put things in there anyways, sometimes some really nice items(some items that would sell for 100-800 gold in the ziggurat), and it's a shame to let them go to waste on resets(up until this post I had thought it was persistent).
 
[sits back and waits for merchant groups to begin venturing to the starwood more often] - seriously this may be the only downside to the suggestion, that some OOC abuse occurs for people who know items can be found there.

I imagine that the Stargazer NPCs would make use of anything they deemed valuable that was left in the bag over an extended period of time.

There's nothing worse than offering up a fairly legitimate suggestion, albeit one that likely won't get implemented for a number of reasons, only to receive a pointless, one word answer from a member of the player base... GG.
