Hide/Move with PCs

Can a DM check to see if stealth is working properly with PCs? I have noticed that a character with a hide and move of 15+ is being spotted easily by most PCs. They may have good spot gear on or something, but I am curious if the mechanics are working properly.

15+ is not very high, at all.  Taking into account lighting bonuses and movement penalties, it's not surprising.

If you are moving and your target is standing still, they get a +5 to hear you, btw.  Likewise if you are standing still and they are moving, they get a -5.

There are a bunch of different penalties/bonuses, but until you get around 25+ you are going to be heard easily and quickly, even by PCs with less than 5 or no spot/lsiten ranks at all, without fail. Sorry!

easiest way to look at it is this.

you make spot/listen checks constantly at a roll of 1d20

if you have 15 h/ms that means that people who have no spot/listen -at all- will spot or hear you 25% of the time.

I think people make spot/listen checks every now and then on a time interval.

For Spot:

    *  +10 DC if the spotter is in combat.
    * +5 DC if the target is standing still.
    * -5 DC if the spotter is standing still.
    * Size modifiers (tiny: +8, small: +4, medium: 0, large: -4, huge: -8).
    * Area spot check modifiers.
    * +5 DC for stealthed players (only), if they are in the back arc.
    * +5 DC at night if the spotter does not have a light (or darkvision).
    * -10 DC at night if the target has a light on them.

For Listen:

    *  +10 DC if the listener is in combat.
    * +5 DC if the target is standing still.
    * -5 DC if the listener is standing still.
    * +1 DC for every 3 meters between listener and target.
    * Size modifiers (tiny: +8, small: +4, medium: 0, large: -4, huge: -8).
    * +5 DC for every 40cm of object (including creatures) between listener and target in outdoor areas.
    * +2 DC in indoor areas if the line of sight is blocked and the target is within 4 tiles.
    * Area listen check modifiers.
