Passive Stealth Bonus for Pure Rogues

I am suggesting that non-small races receive a +4 to move silently and hide if they're a pure rogue. With the current loot tables non-small races will find it very difficult to get their stealth skills high enough to allow them to remain undetected to even creatures with a modest number of detection points. This in addition to the myriad advantages halflings have, make halflings a far better choice than any other race. While I do think halflings should make for better rogues than other races at the same time I don't think they should have as many advantages as they do. Halflings receive +2 dexterity, a +1 to universal saves, +1 AC, +1 to attack, +2 to attacks with slings and throwing weapons in addition to +6 hide and +4 move silently, +4 spot, +4 listen.

tl;dr halflings as rogues are overpowered and rogues of other races should be brought up to speed to stand toe to toe with them. Alternatively we could just always get rid of halflings :}

Instead of just being about halflings: One thing that always bugged me in particular is how much Rogues (Who are the sneaky thief class) are horribly outclassed on EFU. Rangers get wilds bonus + two epic spells. Druids get Wild Bonus + spells + shapes.

A pure rogue, even with the perks offered thanks to the DM staff, are still wildly outmatched even in urban environments. At the very least I think it'd be cool if Rogues got a passive "Urban Only" type boost to stealth.

Otherwise I'm all for ways to beef up Rogues and the fact they're supposed to be sneaky folk.

Wouldn't be a terrible idea to give non-small races a +2 hide/move silently bonus to even the gap in stealth a bit.

Then maybe adding an additional stealth bonus to rogues in areas deemed "Urban" would be really cool ontop of that. Unless you are just covered in stealth loot it feels really hard to get a useful stealth level on a rogue. Even with the feat investments.

As a side note expanding on this, I've noticed a growing trend in perks that give substantial stealth bonuses to give a different bonus to small races and non-small races. It would be a lot easier and probably less time consuming to just add a small stealth bonus to non-small races and let the perks give a more universal bonus regardless of size of race.

I do find it silly that Halflings get all of that. Adding bonus stealth to other races could work. I agree with a passive stealth bonus.

edit: at least add urban bonus

I'm against this.. Purely based on the fact that rogue is not synonymous with 'stealth'.  Rogues are people that do shady clandestine dealings, and are often considered very skilled individuals with questionable morals.  The rogue class offers the ability to do many things, depending on the race you pick you can do even more.

Humans get an extra feat on character creation, you can use "Stealthy" and even select skill focuses if you want to match another race's stealth, or avoid elven ears.

We could also consider simple improvements to the loot table with better stealth loot AND/OR with not-usable-by-small-races stealth loot.

 Also, if you wanted a way to offer this bonus, use the thief perk to give like a +3+3 to medium sized creatures rather then the +1+1. That way it is entirely optional.

I don't agree with ignoring certain races if/when such a bonus were put into game. That is already a flaw in some of the perks and somewhat nullifies the unique flavor of playing a race in the first place. If a bonus is applied to pure rogues then it should be applied across the board to all races with pure rogue classes. I also don't think that loot should be found normally that is "pure rogue only". Plenty of trash is already left on the ground after every quest and further bloating it with stuff that will -mostly- be left behind is silly.
