Lower Sending System

I'm going to suggest that Lower should have a sending system.

The Docks in EFU:A had one and as it has become painfully obvious Lower is developing into more of a settlement it just makes sense.

As the Docks had the swiped Mythallar shard it wouldn't be out of the realm of possibility for a scrapper to rig something shoddy up or something of similar sort.

Yes player initiative, but I know how crucial it is. I imagine some gang having it and charging people for using it. Maybe have it be something contested by the factions?

Saying players should do everything often is silly because then you need a DM willing to do it too.  I really agree with this.  Heck why wouldn't the Scrappers by now have put something together?

Would be nice to have something like this even if its something a little more localised and less impressive - Can only hear sending's in the Dunwarren area for example.
 
I like the idea of some stolen Illithid tech or something that can project thoughts to those who are willing to carry some manner of abberant token.
