This is a quest with a very limited number of takes so I would think that the level cap would be somewhat irrelevant.  It is currently capped at 7 but I see no reason it couldn't cap at 10 or 12.  Or, if at all possible, make the cap for a multiclass at 7 and pure have an indefinite cap.

Billy probably just gets fed up trying to foil expert rogues. He's a good trainer though. Having not played a rogue a good point for that to cut off at is probably somewhere around the time they get their final pure bonus perk, balance wise.

It would be giving free xp to high lvl people. I doubt it ever happens...

Considering the xp given out on quest end is adjusted with levels, this concern isn't really valid. It's not "free" either way, it's time invested as a player on a pure class character (something obviously heavily promoted in the first place (see perks) ) so it really won't harm anything to allow it to be bumped up.

The DCs are meant to be challenging. If you allow higher levels with higher skills & better items, etc. It would make getting 9-gems far easier and having access to the premium goods too easily - which wasn't the point when I designed it.

I don't see how 1-3 extra points are going to make that much of a difference when there's tons of rogue gear that can be found and put on as needed during the quest.  You can also be railroaded by objectives being blocked off and the weirdness of traps being sprung even outside trap areas.

edit: Regarding 8th level perks, they apply even after deleveling.
