Courier NPC in the House Of Governance

Allow the Courier NPC to carry on messages to House of Governance PCs if a PC would like to speak with a Clerk/Prefect/Director (?). Maybe make that NPC function like the Watchers NPCs with the "I'd like to make a report"?

Just seems odd that PCs have to use the Sending System to alert people who work in the House of Governance they wish to speak with them (when they're making the Sending inside the House of Governance at least).

Perhaps more like the societies bell- the watchers need a bell as well, even, considering people use the "I'd like to make a report" like it was a doorbell.

The Watchers already have a chain people can pull that acts as their bell. There is no need to use the "I'd like to make a report" to get a Watcher.

Actually the Watchers received a bell some time ago ^_^

But yeah, a bell could also be cool. Just thought it might give a little more flavor than a bell. Whatever seems more right though!
