Elemental bound: fire not working

I obtained elemental bound: fire but the effects are not registering. It was tested with a multitude of fire spells including casting fireball at my own feet to see if the extra saving throw vs fire was applied.

Ah it could just be a summoning theme change! I didn't consider such a graphic description to be something so simple, which if it is should have some clarity on what exactly is being studied since it's a different area than the other summoning theme chamber. Aowelian is prohibited from practicing conjuration magic and have avoided and not been able to cause an effect from the tome if it is a summoning change, and if so I think I'll be needing someone to reset my summoning theme.
