Make reset perks/backgrounds a playertool

You can't access the crafting menu in combat, and if something bugs out in combat things might be disastrous! Would be convenient to have this available as a playertool in those situations.

The only ways the perks would be removed are through subdual, blackout or death. All would mean you are out of the fight anyway and can reset whenever you get up.

This will not happen.
