Return the wizard book collection quest

One of the coolest things in my opinion in the Mistlocke setting was the little collection quest for books that could be found in a hole in Nebezzdos. It was limited to doing it a few times and it let wizards change their ability to do certain things or get some baseline equipment.

My favorite aspect was being able to permanently change the element of your flame weapon!

It was very cool, and I think we have enough location diversity to support it again in some form.

Wizards are powerful enough in this new setting.  If anything return the sorcerer quest.

Alternatively it could be nice to open something like that up to all arcane casters to change their summoning theme and flame weapon effect. Assuming all the available themes and elements are roughly "equal" the quest doesn't amount to much more than an aesthetic change.

I added an edited version of this old quest. I don't think it has much effect on Wizard class power.

I do intend on having class specific content for every class (eventually...).
